Change the name to Mor's Legion.

That would be 200 full time soldiers and a as yet undetermined number of Rangers and scouts. Solving crimes and patrolling the harbor become somebody else's problem. Keep the 2000 man militia but break them into a 500 man citizen's militia and a 1500 man emergency militia.

That would be pushing it to cover everything (I weep for my 600 now unemployed soldiers.)

I really am enjoying all the critical thinking skills everyone is using in this (and other) threads. This city will be a very cool piece of work.

Being a frontier town, many locals are hardened to the environment and would probably make good militia.
Note. Most of the guilds would probably have their own mercenary guards on staff. This might account for the number of regular soldiers.

Regarding the University. College. School. Tutors.
So, we could have a group of academics who've banded together to share resources with a few tied to guilds or a far off college, and probably all of them tutor sometimes suppliment their income. We could call this group the College of Acamedians, without it being a formal college/university.

The gnome wizard (gemcutter) could belong to the Glittering Brotherhood, but teach some (of the less secret) aspects of his
craft to rich nobles sons and daughters upon occasion...so he would also be known as a Acamedian.

Just a thought.

Your city watch would be reduced to 30 or a group of 10 to patrol the whole city on 8 hour shifts. That would leave 60 guards total to patrol the lakes and the caravan routes and guard all city gates and the harbor, that would be three shifts of 20. The 100 mercenaries would have to protect the city walls, with 33 men per shift to watch the whole perimeter of the city (assumming you hired the 100 mercenaries permamently). Under siege conditons you would only be able to mount a force of 100 trained soldiers, 100 mercenaries and around 500 untrained militia, 700 troops total (around 7% of your population would man the wall under full siege).

As far as patroling the city, medieval cities usually only had a few (10 or so maybe) regular patrols. They relied upon the citizens of each ward to perform their own watch.

Decentralization is the key word when talking medieval :)

If a crime was committed while a person was on watch it wasn't unusual for the whole community to be fined if they couldn't find the criminal. The thought was that they were responsible for what happened in their ward. Medievals freely believed in punishing the many when you can't find the few.

We will try again with an updated second draft of my Mor’s End Military submission. (Will try to adapt to comments about the first draft and resize and reconfigure the military).

3. The Military. (Second Draft)

The local military is based off of the original military unit that was brought here during the town’s infancy. Known as Mor’s Legion, based on the size of the original force, the present size of the standing army actually varies, normally numbering between 100 to 200 trained soldiers and 2000 or so member’s of the civil militia which can be called up from the general population when there is great need. The military is broken down into four categories, the Castilian’s elite guard, The City Guard, the City Watch and the Outland Rangers. The Guard and the Watch are under a single commander (presently Sebastiano Palmora) but the Elite Guard reports to the Castilian personally. The Rangers report to the head Ranger who sits on the Council of Wardens.

The Elite Guard

The elite guard is a small handpicked unit whose sole purpose is to protect Lady Kelvin. They report directly to the Castilian Stangus and are mainly made up of the best archers (or Dwarven Crossbowmen) the city has to offer and a small cavalry group for when Lady Kelvin leaves the castle. The elite are seen as ceremonial by many of the citizens but they are well disciplined and well led and are entirely devoted to Lady Kelvin, they are trained to attack and kill without thought to their own person and will react instantly to any order given by Lady Kelvin or Castilian Stangus. There is a rumored special group within the elite that act as Lady Kelvin’s secret police and assassins when need be but this rumor is unsubstantiated, and if it does exist most of the elite themselves are not aware of it.

The present strength of the Elite Guard is 40 soldiers for Lady Kelvin's elite guard, and a special 10-man cavalry unit. The work rotation breakdown is 4 squads of 10 working 8-hour shifts with one squad getting a day off for every three days of work. The cavalry unit is normally kept in reserve for special occasions and must always be prepared to ride within 3 hours, regardless of the time of day or what day it might be. Pay is doubled to 2 silver a day and their work schedule is lighter than the rest of the standing army, but they are expected to always be prepared for action, even on their days off.

The City Guard

The City Guard is the force that mans the city walls and is responsible for traffic in and out of the city gates. They are the rank and file of the army, composed mostly of infantry.

City Guard numbers 100 troops, they man all city gates and watchtowers and regularly patrol the city wall. The City guard is split into two 50-soldier groups, the day guard and the night guard, they work 12-hour shifts and get random one-day vacations for every 6 days spent on the wall. They are paid the standard 1 silver a day rate and get a extra 5 copper per week when working the night guard rotation

The City Watch

The city watch is the group that is in charge of patrolling the city proper and keeping peace. The nicer the section of town the more likely a watch patrol is around. The city watch is not responsible for solving crimes; they are only responsible for keeping the peace and stopping crimes they witness. There is great animosity by the city watch towards the use of clay golems to patrol the city. They view this as an unneeded and extravagant expense and view the noble families who are responsible for these patrols as out of date throwbacks who swagger about trying to look important. They feel they are the ones doing the true work and the golems are only for show. Even when one of the golems is useful or effective you will not hear any praise from the men of the city watch. There is also friendly rivalry between the city watch and the city guard, as both try to out shine the other, both sides keep track of how many of each have been raised to the elite guard and elite guardsmen never forget from which branch they were raised.

The current city watch numbers 50 troops broken up into 10 groups of 5 working 12 hour shifts, 4 groups of 5 troops for day patrol and 4 groups of 5 troops for night patrol with the troop rotation giving one day off for every 4 days worked. They make the standard 1 silver a day and volunteers who work the night shift are given a 2 copper a week bonus.

The Outland Rangers

The Rangers are a small independent group that roams the area outside the city keeping order and watching for silk fish poachers along the lake and keeping the caravan routes bandit free. The rangers no longer have enough personnel to patrol the whole lake properly and instead use stealth and surprise to keep silk fish poachers fearful and off balance. Outside the wall the Rangers are also considered extensions of the town law and act as judges settling local disputes, their judgments are considered law in the countryside. Rangers are handpicked and swear an oath to always judge fairly according to the law. A Ranger found breaking this oath or handing down any false judgments is summarily executed as a traitor to Mor’s End.

As of yet there is no set number as to how many Rangers there are but it is known that there is never enough and the numbers have dwindled over the years. Rangers pay rates are given out according to their personal skill and talent. The Head Ranger sits on the Council of Wardens and his official domain is "the law outside the wall".

(I have not put any thought into how this would relate to a guild of guards but I would figure that any guild would include private guards and mercenaries as well as the city guardsmen, the Rangers would probably have their own guild or organization.)

I would have thought that having one fairly senior (ie high level) representative that reports directly to the Castellan would be best, especially given the authority the Rangers hold when "in the field"...

also going through a chain of command, particularly one based in the city itself (therefore not always attuned to the needs of the rural law enforcers), would impede the Rangers no end...

just my thoughts on the matter...

This is a definite for sure in such a chaotic region. This ranger would hardly ever come into the city, as he has men to transport messages back and forth to the city.

He would only show up for important City Warder gatherings and in the most dire emergencies. After all, being outside the city policing the wilderness and protecting the rural steddings is what he or she does.
 

The Outland Rangers would probably be a totally autonomous unit from the regular army then, and we would need a NPC head Ranger (or Druid as the case may be) to set on the council.

I'm all in favor of simplifying the military groups somewhat. Do we really need 4 separate entities? The Elite Guard and the City Guard could just be two branches of the same entity. Or the City Guard and the City Watch for that mater.

Number or Rangers... class demographics are the same as for Paladins (all the class demographics are posted on the NPC thread BTW):

Paladin, Ranger:
1x 9th level, 1x7, 2x5, 2x4, 8x2, 16x1

That only makes for 30 Ranger-class NPCs total. However, the Outland Rangers could also include a number of Barbarians and Druids:

Barbarian:
1x9, 1x8, 2x5, 2x4, 8x2, 16x1

Druid:
1x11, 1x8, 2x6, 2x4, 4x3, 4x2, 16x1

Plus any number of Warriors of course.

Mind you, if these Outland Rangers essentially spend all of their time in the countryside, they shouldn't be counted into the city's demographics anway...
