The way to design a city (IMHO), is to set up the "districts" it has, then populate with NPCs and shops, determining which "district" it is in...
Portside - Docks, Taverns catering to Sailors, etc.
The Corridors of Steel - Armorers, Weaponsmiths, general metalworkers (street of hammers), etc.
The Warrens - poor quarter, thieve's district, Aspirin's "Tenderloin", center of low-life, etc.
Quayside - Poorer fisherfolk section, outside the walls. Shanties, taverns, etc.
The Corridors of Power - Government, Libraries, Magic Shops, Colleges, well patrolled by soldiers, home to the rich and influential.
Clerksburg - Borders the colleges of the Corridors of Power, inhabited by the clerks, professors, students, shops and eating establishments to cater to them, etc.
The Sparkling Way - Borders the Corridors of Steel, home to metalworkers who deal in precious metals, gemners, jewelers, etc. Also well protected. Near the Corridors of Power.
Artisan's District - Skilled craftsmen, upperclass homes.
The Bazaar Run - Small shop city, booths, fruit stands, middle class district. Main marketplace. Circles all the above areas.
The Foreigners' Quarter - Pretty much 1/4 of the city, this is where non-natives usually hang out, and has the largest population of Non0Humans. It is divided up a bit like modern LA, with the equivalents of "Chinatown", "Halflingsburg", "Elftop", ad nauseum. Even different Human cultures have their own streets! It also includes the following, within it:
The Entertainment District - Home to Bards, performers, acrobats, the noisy nightlife, gambling dens, gaming houses, theatres, play houses, houses of... uh... ill-repute, wine shops, and other such places serving the needs of the revellers. It is also the working place of the thieves who help clean the streets of lost or misplaced coins (including some which were about to be misplaced)!
The Outer Rim - Poorer district, home to farmers who live in town, and the lower middle class. Between the city walls and Bazaar Run. This area is cheap because it gets flame-bombed by the catapults every time the city is attacked! Home to stinky businesses (laundries, perfumiers, etc). Also where the daily produce is brought in. The side of the Bazaar Run nearest the outer walls sells this kind of stuff. Higher-class shops are either along the walls, or nearest the Bazaar. Between them are the poorer shops.
The under-city - When the city gets burned, the rubble goes here, and they rebuild atop it.
The Sewers - 'nuff said.
Outside the walls - Besides Quayside, beach along one side, a river along another (sewers empty, here). The city sits on a hill, so the sewers can drain out to the river, and then into the sea. Farms (and probably a swamp) border the city, dotted with keeps and towers of richer folk, local merchant princes (and wannabes), and the estates of the nobles.
(Insert city name, here) borders both Eastern and Western style areas, straddling both the sea-trade and land-caravan route, so camels and elephants are as common, here, as mongolesque horse-archers and knights in plate. If it's made or sold, it can be bought, here... for a price! If it isn't available, friend, seek it in The Warrens... but keep one hand on your scimitar, and the other on your purse!
The clashins of eastern and western cultures helps to explain the chaotic nature of this strange place!

We know it's a fantasy setting, and definitely will be a port city with a river running through or near it. It's the center of much trade and activity, with many coming and going.
I think even from that amount of information, one can start putting or doing some NPCs and shops. more generic perhaps, but some work can start.
