Dude.

Just got done working out the items for a character. Guy has a 14 STR and wears light armor (chain shirt). Wields a spiked chain. Just the (light) armor and weapon, as well as basic clothes (call it the traveler's outfit) put him within 18 pounds of medium load. Toss on a full water skin, a day of rations, a backpack and a bed roll and you have 7 pounds left. This doesn't include a secondary weapon, a missile weapon, coin, or anything else.

Does anyone actually use these rules and carefully watch what is carried? Getting a light load with any kind of armor is very difficult.

Yes, though it is easier if you use a program that can compute weight carried. I use E-Tools. It is amazing how characters don't always try to get the heaviest armor now. ;)

I know armor counts.
Armor counts, your first set of clothing doesn't. I don't know if that's in the SRD, but it's in the PHB. In the description of clothes.

Cool. That does help. Got 5 pounds back! (Page 131 PHB first paragraph under clothing)
