Need some help pricing a suit of epic armor. Don't know why but the tables are confusing me.

(Following is discounting material costs)
If I wanted +7 full plate with the ghost touch(+3) and soulfire (+4) abilities would it be:
490,000+490,000=980,000
or
490,000+9,000+16,000=515,000
This is the section that's giving me problems
That seems to say add the special abilities separately, but it just doesn't seem right.
