First, where did you find the 200K number?
Second, are you saying that since there is no cap listed for SR items, they never get the x10 multiplier?

Nope. Not even in the ELH.

Not according to the current rules, whether that be the DMG or the ELH. I'm not sure if they are supposed to have an epic level limit though.
 

Anyone have a suggestion on how to limit SR items at epic levels? At moderate levels it is, relative to your wealth, very expensive to acquire an item that gives you enough SR to be useful. At epic levels SR becomes, relatively, inexpensive.
For example, an item that grants SR 60 costs only 480,000 gp. At level 30, the average character wealth is 4.3M. At level 30, SR 60 is very close to immunity.
 

I'd limit the effect to creater level+12 like the spell resistence spell. That way at level 30, the best you could make is a sr42 item. Of course if you found a epic caster level 48 you might be able to convince them to create a SR 60 item.
