Looks like the scout was edited shortly before the release:
in the weapon section, we are told, that the short sword will bea defensive weapon in a scouts hand, and the handaxe can be used as a thrown weapon...
both makes no sense at all:
the axe would use strength to be thrown (with the dual weapon attack power not beeing a base attack and using dex, you should better have higher dex than strength)
The short sword gives a +1 bonus to attack... not defense...
All in all, using a short sword is much better than an axe... +2 damage is quite worthless, if you have to hit to get any extra damage at all...
