Well then you have a problem, most living spells occur naturally only on eberron. If it's within your power to get a hold of a wish effect you can use that to conjure one.

Theoretically any place that sees a concentration of random magic could spawn living spells, but again there's no hard fast way to make them, short of running a magic school and ignoring disposal regs.

In the sandbox world that me and mine play in, we borrow heavily from Eberron elements, a dash of Forgotten Realms, but mostly Vanilla Grayhawk flavor. Living Spells would fit in our world.
But, short of Wish, HOW does one create an area of heavy magical concentration? And hm... Magical schools huh....hmm...

You want to move fast? A living Cloud Trapeze spell, from OA, would make a billowy bed of fog that you could sit on. Just make sure it stays willing to be your mount. But how do you care for a living spell? Do they eat? Poop? Mate? Hmmm...
I'll look up Cloud Trapeze spell shortly, don't know that one.
According to the fluff in Eberron Campaign Setting, they feed simply by being in the presence of magic, and no mention of waste. No reproduction short of figuring out how to make these spells in the first place, but hm... as an Ooze, could one split an existing in half? This may be a key to figuring out how to produce these...

Unfortunately nope. When I was growing up in New York, I went to occasional conventions.

Living in Ohio, married and with a kid on the way, the time for conventions are behind me.

Until my soon-to-be-born son is old enough to be the right kind of Geek, and then we can go together.

Been there, done that.

I'm now thinking about breeding Oozes. Magical Oozes.

Some oozes have the Split special ability. Certian type of damage causes the ooze to devide into two. Living Spell templated Oozes do not appear to have this property, and not all oozes do. I think figuring out how to get the Split property into a Living spell is an important factor into this.

Second, as spells, an existing Living Spell might be able to be altered. Could a caster with the energy Substitution feat chance a Living Burning Hands to deal Ice damage instead through magical experimentation? What would Dispel Magic do to such a creature?

I need to do a bit more research. Time to go into my Wizardly lab and tinker with the beakers...

I'm thinking a Dispel Magic effect would deal damage to a living spell much the way a Cause Wounds spell spontaneously generates damage. An anti-magic shell would be like a Wall of Fire to a living spell. Disjunction and similar powerful anti-magic effects would be like a Death spell...

Hm... What ways exist to change an existing spell effect? not stop it, alter it?

And what would happen if one ooze had to combat another ooze? Or two oozes were forcefully smushed together?

You could definitely alter it during creation with a metamagic feat. Once it is created, the only thing that comes to mind is Awakening it, making it a sentient creature instead of just big magic amoeba. A Awakened heal spell would be the ultimate Florence Nightingale, constantly seeking to heal whoever it met, while an awakend Phantasmal Killer would be living nightmare that could try to take over the world and make life a nightmare...

An awakened living spell would be like a magical version of the Terminator, programmed to do one thing over and over unrelentingly. Now, it might be something Good, but too much of a good thing can be bad. This type of creature just has a very limited focus mentally. Remember, when all you have is a hammer everything looks like a nail.
