Simple question. Is it possible to get two extra partial actions in one round? I am not sure but I think I read somewhere that you can only have one Standard action and one Partial action per round...

Yes you can get expert tactician and a haste partial action in the same round.

You benefit from both but Expert Tactician doesn't give you an extra partial action. It gives you an extra attack (or anything that can be used as an attack).
