Sure you can, why couldn't you?
The only restriction on PA is that you cannot PA for more than your BAB.
The only restriction on expertise is that you cannot expertise for more than 5 or your BAB, whichever is lower.
You can even put your entire BAB into PA and expertise for 5 and fight defensevly all at the same time. Which can be a good strategy in some cases.

Yes, you can. If there's no rule to say you can't combine two things, then you can. Please note that many people get these *wrong* and think you're somehow "using up" your BAB with these feats, but you're really not. It is simply a penalty to hit, and a bonus to something else. How big the penalty can be is determined by your BAB, but that's the only relation they have to your BAB.
Although they seem to be conflicting styles of combat, they are really not, and if they were, the PHB would say you couldn't do both at the same time.

Yep. Just remember that the penalties stack.Hawkeye said:
For example, say you have BAB +6. You can put +5 bonus to AC (Combat Expertise's limit) and +6 bonus to damage (Power Attack's limit), and you suffer a cumulative -11 penalty (-5 + -6), which brings your total attack bonus to -5 (BAB +5 - 11).
