Explain it like I'm 5....what exactly has Manchester City done which is so heinous?

As far as I can make out we’re not talking about an actual crime here, just violation of the organisation’s (FiFA? whoever… I don’t know football things) financial rules?
Cheating at sport isn't a crime. You don't go to prison for it, you get disqualified (or similar).

Although in this case there is also the possibility of fraud, which is a crime.

As a blatantly unfair generalization, since they're a UK footie club I'm going to assume that there's a good chance they're doing something somehow illegal somewhere to come up with all the extra money they've spent... :p

It looks like they're not disclosing sponsorships or something of the sort.

This is a decent write up if you're looking for a neutral-ish source:

I think the most interesting things are as follows:

1. Man City is going scorched earth. This was incredibly successful against UEFA with CAS in 2020, but this isn't the same process. It appears that Man City's approach has made the Premier League more, not less, aggressive.

2. The Premier League won a prior battle over confidential records; unlike the CAS battle, they have access to internal documents. We don't know what they are, but given the aggressive posture it would seem likely that these internal documents buttress the claims.

3. Man City is obviously feeling the heat, which is why they are trying collateral litigation; they are attaching PL regulations as a breach of competition law. Collateral litigation like this is a common tactic when you are trying to get leverage when you otherwise have a losing case. Put another way, this is Man City saying, "Yeah, keep at this and we will litigate against you for years. Suck it up, buttercup." Of course, this doesn't make them any friends with the PL or the other teams.

Ain't no drama like sports legal drama. ;)

I do not think it matters that they're UK or from anywhere else, football and sport overall sees many such and worse scandals...
The Italian League had the Calciopoli scandal (2006), the Germans had their Bundesliga scandal (2005) and let's not get into the 2002 World Cup in South Korea. Greed is not endemic to the Premier League or the football world. The historic match-fixing scandals in the cricket world are well documented and practically all the major nations' players have been implicated at some point (Australia, South Africa, India ...etc)

The UK is currently undergoing a period of two-tier malaise.

If City seemingly gets away with no points deducted where several teams have been hammered, it will be seen as more TT stuff.

Hope that's not to political? Wouldn't want two-tier moderation!!!!!!

The “two tier” allegations is the far right complaining that violent thugs are not policed the same as peaceful protesters. I don’t think this is an equivalent situation.
