Song and Silence covers this in depth. In fact, p 84 contains a diagram much like yours.
In this diagram, the flanking pairs are: 2, 3 ; 2, 4
The rule is: Connect the centerpoints of the flankers occupied areas. If they pass through opposite edges (or opposite corners) of the targets occupied area, they are flanking.
1 and 4 do not form a flanking pair, because the line passes through adjacent sides of the tigers area.
