My Favorite setting of all time would have to be Birthright.
It had several things going for it (IMO):
1) Rare yet Powerfull Magic (Estimated at only 100 true wizards in Anuire)
2) High Level Evil (IE the Gorgon/Raven/Magian) / Low Level Good & Neutral (Most Regents were below 8th level)
3) More interesting demi-humans and multiple human races while retaining real world and classic fantasy flavor
4) Small Pantheon of Gods
5) Rules for running your own nations, temples & guilds
6) Realm Magic
7) Goals were subjective to what nation(s) you served/ruled ect.
8) And the Player's Secret books for individual nations rocked, and were inexpensive.
