I have played a (windsoul) genasi (tactical) warlord from 1st to 14th so far, and I have to say that I, personally, love the class (and the character).
Depending on how you build the warlord he can be anything. My tactical warlord focuses on powers that do three things: Move people into position, make my allies attacks more effective or grant attacks to my allies.
He is great at getting people where they need to be, then getting them to do what needs to be done, a fantastic enabler, even though his own hits are only mediocre (though he often has the best melee basic at the table, unless a melee striker shows up).
It is important on the warlord to maximize your to hit numbers, so definitely drop a 16 (+2 racial) into Strength at 1st level and take expertise at second (1st level should be the improved presence feat), use a +3 proficiency weapon, and if you can use a reach weapon (Greatspear is a fantastic weapon, reach and +3 prof), that way you can enable a defender and melee striker to flank an enemy without taking up an adjacent spot yourself.
I have little experience with the other warlord builds, but I am certain that they can be just as effective and fun to play as any other class.
Just one more thing, if you are a tactical player, and like strategic gameplay the tactical warlord could be just what you are looking for, using the right powers at the right time on a warlord is key to bringing the best out in your whole party, and if you can do that every other player at the table will love you for it.
