I have never seen a full writeup about the Thoul, but here is a short-form stat block I did during a (now stalled) conversion of the Quest for the Heartstone:
Thoul: CR 2; Medium-size Monstrous Humanoid; HD 3d8+12; hp 25; Init +2 (Dex); Spd 40 ft.; AC 14 (+2 Dex, +2 natural); Atk 2 claws +5 melee (1d3+3 plus paralysis); Face 5 ft. × 5 ft.; Reach 5 ft.; SA Paralysis; SQ Fast Healing 1, Darkvision, Scent; AL CE; SV Fort +5, Ref +5, Will +3; Str 15, Dex 14, Con 18, Int 9, Wis11, Cha 10.
Skills and Feats Climb +6, Hide +7, Listen +4, Move Silently +7, Spot +4, Combat Reflexes.
SA—Paralysis (Su): Any living creature struck by a thoul must succeed at a Fortitude save (DC 16) or be paralyzed for 1d3+1 minutes.
