Fighter Ability Modifiers

The weapon chart on page 77 of the PHB is what im referring to in this post.

Anyways, for the ability modifier for fighter attacks, do I have to use the associated stat on the chart (ie. Heavy Blade - Dexterity) in calculating my ability modifiers for my attack/damage rolls?

Because it feels as if stacking dexterity on a fighter is useless.

No. It's simply that Fighter powers geared towards those kinds of weapons use the associated stats either for extra damage or other effects. Also, the stats they mention are usually needed to take the feats related to improving those kinds of weapons (such as Heavy Blade Opportunity requiring a moderate Dex score).

That chart indicates the stats you need for feats to improve your weapon skills. Heavy Blades always use Strength to attack with (unless specified otherwise in a power description).

See PHB pages 204-5. Heavy Blade Opportunity needs Str 15, Dex 15.
Also PHB page 207. Heavy Blade Mastery needs Str 21, Dex 17.

A fighter's secondary ability is based on his weapon group of choice. The feats of that group will have requirements of that ability and the weapon group powers will grant bonuses based on that ability.
