I can be wrong, but seems to me which anyone who makes a OA because a move stops the move of the target.
So, the fighter ability only grants him making this more efficiently!
And if you adds this with the "mark" fighter ability, where he can make a OA against a shifting marked enemy (while others cannot) and things start to became nasty!
