The more I read this, the more annoyed I get.
First, the very concept that you cannot start with heavy armor at 12th level is beyond words.
Second, take an Elan and do not tell him about the Resilience. Just drop 4 or 6 points of damage out of every single time you get hit UNLESS you have points left over in your Vigor. Sooner or later, he will nerf Vigor anyway. PS. Do not EVER tell him your current Vigor or hit point total unless he asks. Do not ever mention your current hit point total at all to anyone at the table. It is unimportant since nobody can heal you anyway. He will probably nerf the Resistance ability once you use it a few times to boost your saves by 4, but don't worry about that. And, who cares if you have Cha of 6?
Third, take normal feats out of the PHB and do not focus as much on the Expanded Knowledge feats. You will not have time to use most of your powers anyway. Take Lightning Reflexes and Great Fortitude. It's good you took Improved Initiative, Try to go early in round one so that you can get one defensive power up (typically Vigor), and then go nuts with energy attacks. Another feat you should take is Empower Power if he allows it. For your energy powers, that's once or twice a battle with Overchanneled (10D6+10) * 1.5 (67 average) instead of 12D6 +12 (54 average).
The powers you do not need are:
Level 2: Identify, Animal Affinity, Hustle
Level 5: Power Resistance, Fiery Discorporation, Adapt Body
Here's the thing. You don't have time as a psion to use too many defensive powers. I know since I play a psion (level 8). You are better off just blowing things away.
Your DM is a total ass, so why bother taking Identify. Just let someone else do that in the group in an hour for you at 100 GP a pop as opposed to you taking out 24 hours per item. Chances are that your DM will interrupt any attempt you make at it anyway.
Animal Affinity is ok out of combat, but you will never find the time to do it in combat. So, if you want it to boost your Cha for talking with NPCs, fine. But if you want it for combat, it is generally a waste (again, I know, I play an Egoist and have Animal Affinity and have used it once in the last 5 levels). The problem is that it only lasts 1 minute per level hence one use per combat usually and one minute per level doesn't help a lot for the Cha boost for long conversation out of combat.
Hustle is ok, but mostly a waste since you cannot use the extra move action for psionic abilities. You can mostly use it for movement or getting out an extra potion or something. It is not worth a power. IMO.
You will rarely get Power Resistance up in time for it to really help you. If you rely on it, your ass of a DM will just throw spell casters at you who have spells without spell resistance (or he will rule that Power Resistance and Spell Resistance are two different things or something stupid like that).
Fiery Discorporation is a waste as well. For one, your DM will be TPKing the group anyway. Even if he does not want to do so, he will do so. A group with minimal healing cannot survive. That's called real life. So, who cares if you survive and the other PCs die? You WANT this campaign to end so that you can talk everyone into a normal one with healing (and a TPK is your best friend since it will prove that you are right and he is wrong). Also, at your level, it will be somewhat rare for there to be a fire anywhere near you unless you walk around with a lit torch all of the time. Sure, if you are in a town, there will be nearby fires, but not out in the wilderness (unless you are camped) and often not in adventure sites (ruins, dungeons, etc.). You use a bow. Nobody else in your group will want to carry your torch for you.
Dimension Door will do most of the things that you need Fiery Discorporation for (i.e. getting away). If your character dies, this is a good thing.
You will never use Adapt Body unless you are adventuring on other planes. You fall into water, you go to the surface and Dimension Door out.
Get rid of Rapid Reload. Take a normal bow instead of a crossbow and you get it for free.
Btw, I did not read all of the above, but Dimension Door is a normal power and does not need Expanded Knowledge.
Powers you should consider are:
Entangling Ectoplasm: This is a low PP power that annoys the hell of out of DM when you goo his major villain. First, it is easy to hit with. Second, it is one PP for medium sized characters (3 PP for large characters, etc.). You can do it a LOT. Third, it entangles the opponent, hence it drops the Dex of the opponent by 4 (i.e. -2 Reflex saves against your energy attacks and -2 AC), the opponent is at -2 to hit, he is at half movement, and has to make a concentration check to cast most spells. Remember the half movement and the concentration check because those alone will annoy the heck out of your DM.
Force Screen: You do not want this character to fight hand to hand, but you might as well have a good shield bonus up while using your bow. Plus, in situations where you do not want your visible Amorpha power up, but you still want a decent AC.
Ectoplasmic Cocoon: This power will drive your DM nuts and he will nerf it after about the third use. Make sure you do it against Fighter or Wizard types with low Reflex saves, possibly after Entangling Ectoplasm.
Remember, you do not have to take the highest level power for each level you acquire. My psion takes lower level powers about a third of the time because they are more useful.
Remember to put up Vigor before using Overchannel Energy Ball. Talented does not work for 4th and higher level powers.
Your job here is to facilitate the DM in his attempt to TPK the party. Why bother to play a character that tries to save the party? Instead, it should be your goal to only save your own character. Use Vigor a lot, even on later rounds when it gets low. Blast nearby opponents a lot. Don't worry about blasting opponents who are threatening other PCs, let them die. Just worry about your own skin.
But, why bother to extend this game any more than you have to? Why bother to play it like a normal game where your character tries his best for the PC group? That's stupid. That's almost as stupid as putting up with this crap in the first place. The DM is not playing a normal game, why should you? Why should you play by the DM's stupid rules of what should and should not happen? Every round, YOU decide what your PC does, not the DM. This is the power you have over him. Use it. Do not save the party with an Energy Missile, instead goo the opponent directly in front of you with an Ectoplasmic Cocoon.
If other PCs die, oh well. Not your problem. The only way to indirectly convince the other players and the DM of how stupid a no healing game is will be to not work your hardest at keeping the other PCs alive (especially do not try to save the Sorcerer since he is the other blaster in the group). If you do not blast all of the opponents every single round of every single combat, the campaign should end by the fifth combat or so. Take your time in combat. Put up defensive powers. Use Entangling Ectoplasm and Ectoplasmic Cocoon. Use your bow instead of your powers.
But, don't exacerbate the problem by feeding the fire and helping the DM to protect the other PCs.
You are setting up this PC as if you want to actually play him for a few years. Do not approach it with this mindset. Approach it with the mindset that you only want to play him for a few weeks when a new, better (PCs are allowed to heal themselves and most spells/powers are not nerfed) campaign will be able to start. Help the game to self destruct by allowing other PCs to die off. Why help this DM?
Finally, the best way to TPK the party is to do it yourself. A Psion could kill the entire party with Energy Missile in the middle of a battle. Do it at a point in time when the party is heavily losing a battle against some creatures that you think would just capture and torture them and say that you were pulling the "death before capture" routine.
I would pay money to see the look on your DM's face at such an event.
