Fighter: Rain of Steel plus Endure Wallop

Rain of Steel is a fifth level Fighter Daily that says that any enemy that starts its turn adjacent to you takes 1[W] damage, as long as you are able to make opportunity attacks.

Endure Wallop says that when you hit an enemy with a fighter daily attack power while wielding an axe, a hammer, or a pick, that enemy takes ongoing damage equal to your Constitution modifier (save ends).

Does the Rain of Steel count as 'hitting an enemy', or do 'hits' require attack rolls?

Yes, you need a successful attack roll. In the same vein, if you miss an enemy but still do half damage with a power, you have damaged him but haevn't hit him.

no, Rain of Steel does not count as hitting the enemy as there is no attack roll. It's more like an aura than a hit.

Also, there is no 'hit' line in the power.
