I don't believe that the weapon enhancements should be doubled - that rule is only for items that take up slots, and neither weapons nor shields do that. Double weapons don't, either.

(If you were to add any other non-weapon/armor power, it would count as double for not taking up a slot, though.)

The PHB specifically states that armor spikes are enchanted seperately from the armor.

Basically it's a quirk of the system, due to the fact that a suit of armor doesn't normally have the ability to cause damage. Armor spikes add that ability, and thus are treated like a short sword that is attached to the armor.

A shield is already treated like a weapon, so it can receive weapon enhancements without any changes. The shield spikes just let it do piercing damage, and increase the damage. They modify the existing abilities of the shield, they don't add a new capability.
 

Ok, I forgot double weapons. I suppose a shield is like a double weapon, used in one hand, where one "side" grants AC rather than an attack. Forget my pricing arguement.
