It changes the amount as well. Of course, you could make that same argument about armor spikes.
In any case, the cost is the same either way.

I don't believe that the weapon enhancements should be doubled - that rule is only for items that take up slots, and neither weapons nor shields do that. Double weapons don't, either.
(If you were to add any other non-weapon/armor power, it would count as double for not taking up a slot, though.)
