One thing I'm missing though: taking Epic Feats? where did you pick that up?
Draconomicon p66 I seems. "Dragons of at least old age also can choose these feats even if they have no class levels. "

Dragonwrought specifically states that it turns a kobold into a dragon. Not necessarily a true dragon (room for debate on that one), but you don't need to be a true dragon here.

This is likely an oversight on WotC's part. It's hard to keep track of a lot of supplements, and the team working on Dcn was likely not the same one that worked on RD. I'm pretty sure no one intended for kobolds to be able to take Epic feats at low levels, but as written...

And it still wouldn't allow me to take Forge Epic Ring before lvl 32....

There's a way to do that without going Epic if you're Dragonwrought using gray areas in the rules, polymorphing into a Dusk Giant, have some way of getting Psychic Reformation, have some way of draining levels, some way of restoring levels, and a lot of chickens.

Don't expect your DM to agree with it though.
