If an ability has special single-use rules surrounding it, those rules should appear in the book where that ability appears. No other spell like ability requires components, experience or otherwise.
I agree; While the cross-reference "completeness" of the series will be diminished somewhat, It is better form to list rules right next to the thing they apply to. I have read quite a few D20 books where important "well that would have been nice to know 3 steps ago" rules were found in the chapter AFTER the text they modify, without even so much as a notation as to that setup.
