Not me. I think someone in full plate should be slower than someone in no armour. Although maybe changing the maneuverability might be a more appropriate solution.
 

I think it's quite obvious that it's (60 + 30) x 2 / 3 = 60. Frankly, I'm astonished at the people who are saying it should be 70. Not that people are saying it; who is saying it.

Yes.

An encumbered Halfing at 80 pounds flys at 40 and a non-encumbered Human at 280 pounds flys at 60.

The Fly rule was based off game mechanics, not common sense.

So you say a hasted human fighter in full plate would have a Speed 40? (60*2/3)

I find that overcomplicated, personally... but I can see how it can be arrived at.

I'm in the 70 crowd, myself.

Yes normal speed not Base Speed. A human's Base Speed it 30ft, but his normal speed in full plate is 20ft. Hence a hasted human in full plate only has a speed of 40ft.

Human Heavy Armor Hasted Fly spell 70 ft.
Dwarf 20 ft.
Dwarf Heavy Armor 20 ft.
Dwarf Fly spell 60 ft.
Dwarf Heavy Armor Fly spell 40 ft.
Dwarf Hasted 40 ft.
Dwarf Heavy Armor Hasted 40 ft.
Dwarf Heavy Armor Hasted Fly spell 70 ft.
Halfling 20 ft.
Halfling Heavy Armor 15 ft.
Halfling Fly spell 60 ft.
Halfling Heavy Armor Fly spell 40 ft.

Of course I am assuming that the dwarven ability does not stretch to flying and override the spell description, YMMV. Looking at these differences, I am tempted to change my mind about it and go with the "normal speed is current speed" camp.

Dwarf Heavy Armor 20 ft.
Dwarf Fly spell 60 ft.
Dwarf Heavy Armor Fly spell 60 ft.

Halfling as either of the ones above
