Fortification on armor and shields.

The solution is to stop being a treasure hugger. If you have an armor of fortification you give the shield to someone else!

Seriously though, I'd say they don't stack until it is stated that they do. The rules against stacking are the norm and the exception (Dodge bonus, shield armor bonus etc.) are usually stated clearly.

I know that if someone is blurred and blinking I do both. As far as blurred and displaced I haven't been in that situation, but I could see checking one then the other. Of course total darkness offers a 50% miss chance, so I may have to think about that.

"When multiple concealment conditions apply to a defender (behind dense foliage, near total darkness, and a blur spell, for example), use the one that would produce the highest miss chance. Do not add the miss chances together."

PHB p133.
