Does a Thri-Kreen ranger with four arms receive Mutiweapon Fighting and Multidexterity for free instead of the standard two weapon fighting and ambidexterity?

I don't know if I agree with that assessment, kreynolds.

Multiweapon Fighting and Multidexterity both state explicitly that they replace Ambidexterity and Two-Weapon Fighting for creatures with more than two arms. Note also that the benefits for Two-Weapon Fighting and Ambidexterity [in the SRD] never state they apply to only two-armed creatures, suggesting the "Multi" variants exist only for logical naming reasons (both PH feats imply "two" in the name).

Thri-Kreen can attack with all four arms, can't they?

If so, I'd say yes.

TECHNICALLY, I have to concur with kreynolds. While the feats do not imply that they are for two-armed creatures only, the feat do imply that you are trained to fight with two weapons (and only two weapons) than an untrained character.

Sadly, that means the thri-kreen will use only one pair of arms to fight with two weapons, while the other pair will do nothing, unless you have taken Multitasking feat.

HOWEVER, consult with your DM if you want to exchange the two feats for the "multi-" prefixed feats with the same limitation (only when wearing light armor). It is possible that the thri-kreen society have a history of rangers within their culture.
 

Considering that their preferred class is ranger, it is likely safe to assume that thri-kreens have a history of rangers within their culture. I would also allow thri-kreen fighters to pick the "Multi-" feats for their bonus feats even though the PHB doesn't list those (but does list Ambidexterity and Two-Weapon Fighting). It's technically against the rules (since the Multi- feats aren't listed), but that's something a DM might make a house-rule to allow.

I concur. They are two seperate feats. Sure, they might be versions of each other but if this was allowed it would be noted under the race or somewhere else.
