I just got my copy of Frostburn. Although it is fairly light on the cultural elements (though they are not entirely absent), it has a wealth of fascinating game elements in it. I particularly like the expanded temperature effects table, and look forward to its completion in Sandstorm.
However, that's not what I want to discuss. I just wanted to mention the extremely pleasing references and further support that Frostburn gives to the following books:
* Monster Manual II
* Fiend Folio
* Monster Manual III
* Stronghold Builder's Guide
* Oriental Adventures
* Living Greyhawk Gazetteer
* Forgotten Realms Campaign Setting
* D&D Miniatures
* Expanded Psionics Handbook
* Epic Level Handbook
* Book of Vile Darkness
I may have missed a few. Of course, in some instances the level of support is quite low (a single monster, a single new structural enhancement), but I'm very glad to see the references.
The book also contains one of the best pieces of D&D art I've ever seen - turn to page 23 to see it, or follow this link: http://www.wizards.com/dnd/images/fb_gallery/83586.jpg (The online image doesn't do it justice).
One other note: the new terrain tiles in the back are CARDBOARD! Perforated so they can be easily removed from the book! You don't have to photocopy them!
