I saw this thread and decided to post the one Racial Substitution Level Class that I have worked up. Please feel free to critique and comment on what I have worked up.

Orc Barbarian Racial Substitution Levels

ORC BARBARIAN

REQUIREMENTS
To take an orc barbarian substitution level, a character must be an orc about to take her 1st, 4th, or 7th level of barbarian.

CLASS SKILLS
Orc barbarian substitution levels have the class skills of the standard barbarian class.
Skill points at Each Level: 4 + Int modifier.

Level 2: BAB +2, FS +3, RS +0, WS +0, Divine Fury of Gruumsh, Swift as the Wind
Level 5: BAB +5, FS +4, RS +1, WS +1, Elf Slayer
Level 14: BAB +14/+9/+4, FS +9, RS, +4, WS +4, Greater Divine Fury of Gruumsh

Divine Fury of Gruumsh (Su): An orc barbarian that takes the second level racial substitution level deals divine damage to all of his enemies while in rage. One-quarter dealt to her enemies is divine and overcomes any damage reduction they may have.

Swift as the Wind (Su): An orc barbarian that takes the second level racial substitution level becomes faster than the average orc barbarian. The character’s base speed increases by ten feet. If the character takes the fifth level orc barbarian racial substitution level her speed increases by ten and by ten again if she takes the eleventh level orc barbarian racial substitution level.

Elf Slayer (Ex): An orc barbarian that takes the fifth level racial substitution level has been in enough combats against her god’s racial enemy to know how to effectively deal damaging blows better to them. The orc gains a +4 bonus to hit all elves and also gains a +4 to all damage dealt to elves.

Greater Divine Fury of Gruumsh (Su): An orc barbarian that takes the fourteenth level racial substitution level deals more divine energy to her enemies in combat. Three quarters of the damage dealt to her enemies while in rage is divine damage that overcomes any damage reduction they may have. Additionally the orc barbarian’s rage last for 6 rounds plus the characters constitution modifier.

My suggestions:

Elf slayers: two levels, first time +2 then +4.

Divine fury: first time deals half of damage as divine, then all of it is divine. Easier to compute, and not overpowered in fact (most PCs of that level have magic weapons).

Elf slayer is unfitting for an orc. Orcs do not train to fight elves. Orcs train to fight everything.

Divine damage also seems weird. Why would the damage of an orc barbarian become divine? Why making it magical? Orcs are hardly divine or magical creatures.

And the speed increase is a tad much, don't you think? ;)


All that stuff would better fit a PrC than a racial substitution level.

AVARIEL CLERIC

REQUIREMENTS
To take an avariel cleric substitution level, a character must be an avariel (winged elf) about to take her 3rd, 7th, and/or 12th level of cleric.

CLASS SKILLS
Avariel cleric substitution levels have the class skills of the standard cleric class.
Skill points at Each Level: 2 + Int modifier.

Level 3: BAB +2, FS +3, RS +1, WS +3, Air Mastery +2, Natural Born Flier
Level 7: BAB +5, FS +5, RS +2, WS +5, Air Mastery +3, Creature of the Air
Level 12: BAB +9/+4, FS +8, RS, +4, WS +8, Air Mastery +4, Creature of the Air, Weather Weaving

Air Mastery: The avariel cleric is a master of air and electricity based effects. Whenever she casts a spell using air or electricity effects, add the listed bonus to the Difficulty Class of all saves against her spells and spell-like effects. This bonus is also added to the avariel cleric’s caster level checks for the purposes of penetrating spell resistance. Additionally, the avariel cleric gains the listed bonus on all saving throws against air and electricity effects.

Natural Born Flier: An avariel cleric that takes the third level racial substitution level becomes more of a swift flier than other avariels. The characters flight speed increases by ten feet. If the character takes the seventh level avariel cleric racial substitution level her flight speed increases by ten and by ten again if she takes the twelfth level avariel cleric racial substitution level.

Creature of the Air: An avariel cleric that takes the seventh level racial substitution level becomes more adept at flying than other avariels. Her maneuverability increases by one class, from Average to Good. The twelfth level avariel cleric racial substitution level increases her maneuverability again, from Good to Perfect.

Weather Weaving: An avariel cleric that takes the twelfth level racial substitution level gains the spell-like ability to control the weather around him. This effect is similar to the control weather spell, but weather command is effective in a five mile radius. The avariel cleric may not direct specific applications of the weather, such as the point of a lightning strike or the path of a tornado. However, the avariel cleric may cause any sort of normal weather to manifest within the area of effect.

As long as the avariel cleric remains within the area of effect, the weather patterns she created will continue. Should the avariel cleric leave an area where she has used weather command, natural weather will reassert itself after 4d12 hours. The avariel cleric may choose not to use weather command and allow natural weather to run its course.

The cost for gaining any of level in the Avariel Cleric substitution class is the loss of spells for that level, i.e. Spellcaster level -1.

I agree with A Man in Black. Racial Substitution levels are called that for a reason. 'Substitution'. If you'll read the official ones, they always trade out one ability for another. Yours are just straight add-ons. Overpowered by far.
