Right after the relaunch, Dragon had a one-page article each month giving a bunch of new feats, with a different theme each month. It was one of the new articles that I least liked, but probably one of the ones I would be most likely to use (I doubt that really makes sense, but there it is). Anyway, it was dropped after only a few months.
I expect that that was the article that was mentioned.
As for the future of the magazines themselves - I'm happy with what little there is on the direction of Dungeon. I think the magazine has been excellent recently, and am glad they're going to continue with more of the same. I'm definately glad that there will be a future adventure path, and intrigued by both the mention of a conversion of another old module, and also a full-issue module. I'm not sure how either of these will go, or if there are in fact one and the same thing, but it'll be interesting to find out.
Sadly, I haven't been hugely impressed with Dragon of late. There are some good articles, and there's always something worth checking out in each issue, but it doesn't have the same sparkle as Dungeon. The teasers for the future don't hugely inspire me - I mostly homebrew, so am not greatly interested in FR/Eberron/Greyhawk material, and I would prefer to see a full issue dedicated to a single classic campaign (like the Dark Sun issue), with a crossover with Dungeon that an article for each of several old settings (giving enough to tease, but not enough to satisfy). Basically, it just leaves me cold. (Hopefully, I'm wrong, and Dragon will return to form.)
I'm definately going to pick up the "Best of Dragon", though.
