The majority of templates are actually power sinks to some degree, most character types are better off gaining more levels instead of the template.
There are a few exceptions, and a few more if you take certain builds into account, but for the most part it shouldnt be a really big deal.
Just make sure that the templates are compatable and able to be placed, make them pay the full LA (broken into savage progression if needed), and make sure that ones that shouldnt be in pc hands stay out of pc hands.
Considering the massive cost it shouldnt be a problem really, I think that savage species actually put the cost more than a little too high considering the 'benefit'.
As for the brilliant energy, it has been debated back and forth, the rules are fairly unclear in several key fashions. Mainly it is good to figure out what you want it to be, what you want it to do, and if it is worth its massive +4 modifier.
