Garrote?

Hey everybody. I know I saw the rules for a garrote somewhere in my DMG (using 3.0) once upon a time. I just can't find them now... Does anybody know the page number? Am I having a false memory? Also advice for my NPC rogue who prefers to kill with poison or the garotte and to avoid using a blade would be welcome. (Doing a political game set in a king's court.)

Here's my garrotte idea

Exotic Two-handed melee weapon

damage 1d8 (special)
crit 18-20/x3

Special: to attack with a garotte effectively, the wielder must succeed on a grapple versus the opponent. If the opponent is flat-footed, the damage inflicted by the garotte is lethal damage, otherewise it is non-lethal damage.

To deal damage in subsequent rounds, the wielder must also succeed on an opposed grapple check.

The wielder of the garotte may only damage opponents who need to breathe, are at most one size category larger than the wielder, and do not have an amorphous form.
