Ok, first, that thread was meant to be a way for PC's to trade typical game items (swords, scrolls, armor, masterwork thieve's tools, etc.) without paying the "half price" penalty for selling goods to an NPC. 5% goes to the Red Dragon Inn (effectively disappears from the game), and PC's who never meet can trade items. In-game, Joe Smith, the Red Dragon Inn proprietor, keeps the items in a storeroom until they are sold, and acts as a banker for the transaction.
So far, so good. However, the item you've bought is an adventure hook. You can read a little about it
here. Don't worry about the controversy, as you can see, that thread is 2 years old and has been resolved. Don't worry about whether or not the "Jack Haggerty" PC owns it or not, because if not, you found it in the Red Dragon Inn and picked it up for free.
More importantly, it's a hook for an adventure run by
Someone. Someone is currently running the
Wreck Ashore adventure that I'm judging. You might want to see if he still wants to run it before you part with your hard-earned 10 gp.
And if you do want the map, and we all figure out that the Jack Haggerty PC owns it, there's one further complication, albeit a small one. The person
playing the Jack Haggerty PC changed his account title from "Jack Haggerty" to "Pbartender" (yes, the same Pbartender who is running..."Jack Haggerty" in the
Slaves of the Dragon adventure). I hope that's not too confusing. To my knowledge, Jack Haggerty/Pbartender is the only player in Living EnWorld who's done that.
So, my advice is to check with Someone first, then go from there.
