We agreed that there were once higher level characters about, and that great deeds were done in the past. But as the great evils (or great unbalances) in the world were defeated, these great heroes faded away. They may have lived out their lives, permanently relocated to some other plane, or merely be hiding, biding their time for when they are needed again.

So, the highest level NPC's that are common knowledge are about 10th level or so. Anything higher level than that should be introduced as part of an adventure, and should be "special"...not just the local magic item vendor or the local priest (unless they are a high-level character masquerading as some low to mid-level local).
And although I made the proposal to squelch Mithreander, I'm more flexible even than this. I have several that are above 10, though they all are for good reason.

An NPC who was the greatest archmage of the past century who disappeared performing forbidden experiments? Okay, this is sufficiently obscure/lost that it's a reasonable place to have someone high-level, maybe even 17.

An NPC who is, among other factors in an adventure, one of the three most powerful wizards (unclear as to ranking amongst those three) in a group containing many of the most powerful wizards in LEW--that can be level 13ish.

But yeah, "generic high-level local" shouldn't be above 10, especially not just because they're a ruler or politician of importance.

The original Elayna Valsice was level 18, but her aspects are all lower level.

Umbryn Albion is...somewhat nebulous. Though he has the rank of Archmage (this doesn't mean he has the PrC though or is high enough to get it!) he's a mysterious fellow who never reveals the true extent of his power and generally leaves most of the day-to-day handling of the school to the Housemasters. Many whisper rumours about him, and most assume that he is quite powerful--more powerful than he lets on, though some joke that he might just be a total fraud who's very careful. Somehow, though, he always seems to know what's going on and to take tiny actions at just the crucial points to set things in motion so that things work out.

So in other words, I've left his exact power level a mystery that only I know. For the level 13 character, I'm referring to one of the two most powerful Housemasters (and thus the school's undisputed expert of two schools of magic)--nobody knows which of the two is stronger exactly, though they are known to be close, and nobody knows if Headmaster Albion is stronger than either or both (it is assumed that he is by most though).

Technically, in addition to Rayne and Kharisa, Vanitri also met Umbryn Albion briefly, as well as the other two Housemasters Cedric Branwen of Omega (and his wife Adrianna) and Humboldt Tyndall of Mordrue.

Yep. Been interviewed or interigated by them all ;)
 

Quick question.

Hustle allows you to take an extra move action to move in a round. Would that temporarily raise your speed in regards to the jumping skill?

Yeah, that's been part of the problem. While I was crunching through weeks of some threads, other threads were getting ahead of me.

That works for me as well. I'm just impressed that the game doesn't have a strong deus ex machina feel to it, with the Sin character so much higher than the party.
