I think the answer is yes & yes, with cantrips taking up one page.

Looking over the Alternative Cantrips, does the damage with Jolt level like other damage causing spells? It doesn't say in the description, just wondering if it was decision made or maybe something missed.

No. It is a flat d3 like Acid Splash.
