Timeless Body

Torpor (Ex): Refreshed after three hours of what is commonly known as "Torpor", a state superficially similar to the Elvish Trance. However, unlike Elves, cannot be roused from their Torpor by any known means and must rest the full duration. Torpor induced by magical sleep spells last the duration of the spell, or until the effect is dispelled, and cannot otherwise be broken.

Turn Resistance: Add one third of their hitdice rounded down to a minimum of +1 as a racial bonus to resist being turned.

Turning Susceptibility: Clerics channeling negative energy may attempt to Turn just as Clerics channeling positive energy Turn Undead. Clerics that channel positive energy have no effect.

Voice of Power: Once per day, as a move action can summon the strength of her conviction and project it through her voice when casting a spell, or turning undead. Voice of Power allows her to duplicate the effects of the still spell, heighten spell, or empower spell metamagic feats while casting a spell without an increase in spell level or casting time. If used while Turning Undead, or a similar ability she adds one third her hit dice rounded down to a minimum of +1 to all involved checks, such as turning check and turning damage. Voice of Power induces a spiritual malaise that duplicates the effects of exhaustion but cannot be cured by mortal means, only Torpor.

Automatic Languages: Common. Bonus Languages: Any, except secret languages.

Favored Class: Cleric.

When I saw +2 wis and +4 cha, I said +2. But as I kept reading, I kept adding. All abilities are very powerful. And as a cherry on a powerhouse cake, cleric as a favored class, which is huge combined with stats. If I was your DM, I'd give it LA +3 or +4 if I had a bad day. Some advice: drop cha to +2, stretch the abilities gains over levels, and you might get 1 AL less.
 

I find this peculiar... A -2 to str and a -2 to Con are both significant, both Torpor and Voice of Power come with significant drawbacks (great susceptibility to sleep spells, and late night ambushes as well as incurable exhaustion every time you use voice of power).

Further, although the race develops turning resistance (never significantly better than say, a vampires even at lvl 20), they're still susceptible to being turned, or even outright destroyed.


Compare this to the Pixie, a +4 LA race:

Pixie characters possess the following racial traits.

-4 Strength, +8 Dexterity, +6 Intelligence, +4 Wisdom, +6 Charisma.

Small size. +1 bonus to Armor Class, +1 bonus on attack rolls, +4 bonus on Hide checks,

A pixie’s base land speed is 20 feet. It also has a fly speed of 60 feet (good).

Low-light vision.

Skills: Pixies have a +2 racial bonus on Listen, Search, and Spot checks.

Racial Feats: A pixie receives Dodge and Weapon Finesse as bonus feats.

+1 natural armor bonus.

Special Attacks (see above): Spell-like abilities.

Special Qualities (see above): Damage reduction 10/cold iron, greater invisibility, spell resistance equal to 15 + class levels.

Automatic Languages: Common, Sylvan. Bonus Languages: Elven, Gnome, Halfling.

Favored Class: Sorcerer.

An Aasimar has +2 Wis and Cha and no racial abilities to speak of other than MWP from being an outsider, the Outsider subtype, some energy resistance, and a crappy SLA. This is a +1 LA.

The stats would, IMO, be for either a +1 with moderate racial abilities, a +2 with better racial abilities, or a +3 with really powerful racial abilities.

Let's look at the abilities.

Weak.

Not bad. Not overpowered either.
Good Fortune (Ex): As the granted power of the Luck Domain once per day.
Dwarves get +2 to saves vs most things. Halflings get a constant +1 to saves. This doesn't strike me as overpowered.

Intuition (Ex): Diplomacy and Sense Motive are always treated as Class Skills, regardless of class.
Eh.
Timeless Body
Aside from some odd interactions this would have with children, it's not really overpowered. You don't get aging penalties, but you don't get the bonuses either. You just remain as you are... which doesn't break the game as far as I can tell.

More fluff than anything, though it's bad for the party if they get ambushed at night.

The race isn't undead, so how this affects them is beyond me. I guess if they became liches or necropolitans, but both of them already have turn resistance and I'm not sure if it would stack...

Is this saying that positive energy clerics have no effect on them?

Anyways, turn undead tends to be a rather weak option compared to hitting stuff in the face. I wouldn't worry too much about this bit.

This is pretty good.

Alright, so either +2 or +3 would be my final guess. I am, however, leaning towards +2, as anyone with levels in Cleric will find being two levels behind in terms of spells problematic.
 

The reason they are susceptible to turning is because they have a bit of dead god floating around inside them as a racial characteristic. This makes them susceptible to negative energy channelers, though the fact that they're actually alive grants them some resistance.

Although I agree hitting something in the face is usually more detrimental than most anything else, it's still a potentially dangerous effect. A level 2 Visigani would have to save or die vs. a lvl 4 Evil Cleric.

My deepest apologies.
So, decrease every value by one.
Not 2, 3 and (preposterous)4, but 1, 2 and 3... The idea to spread those abilities over lvls is still a good one IMHO.
Btw, although this is OT, I have to mention it - aasimar are a bit on the higher lvl on a power curve for LA 1. 2 to both CHA and WIS with no penalties is very, very good. And lesser aasimar is simply ridiculous.
