PBS: +1 to-hit and damage to 30'(actual bonus)
Precise Shot: ignore -4 penalty

TWF: reduce penalties for two-weapon by 2 on both hands
Ambi: ignore -4 penalty and choose which hand is primary

IOW a restricted bonus vs a constant penalty reduction.
Looks pretty close to equal to me.
 

While I don't think the concept of granting rangers fast movement at 3rd level is totally unreasonably, I wouldn't want to House Rule this concept for my campaign. It seems to infringe on some of what makes the monk and barbarian attractive PC options, and that's a bad thing in my book.

As for the optional feats of PBS and PS, we already use that and it hasn't noticeably unbalanced our game to any degree. We haven't inserted the Run, Dodge, Endurance option mentioned by Crothian, but perhaps there's a place for fast movement at mid levels for this particular ranger...although I'd still it leave as exclusive for monks and barbarians. *shrug* Just one person's thoughts :) .
