Gloves of Venom (and similar items) and Powers

I think so. For example, i forget the exacts of punishing eye, but it states that allies within 3 sqaures of the eye do caster's +Con in damage with each successful attack, so if punishing eye was cast with venom gloves, would that aforementioned damage expression be 1d6+Con?

Punishing Eye is Int.

Ahhh, I get the question. Would the gloves add a damage roll to Punishing Eye? No, Gloves of Venom add 1d6 extra damage to a power, but Punishing Eye does not inherently do any damage when it is used, so Venom Gloves would have no effect. You could make a semi-RAW argument based on the wording of Shadowfell Gloves that they would apply (slightly different wording) but it isn't RAI.
 

Ah, yes Int, not Con (I just had Con stuck in my head cuz I have a Weaponsmith and he has a lot of Con rider powers). Yeah, the idea of the 1d6 adding to the power's damage didn't sit well with me. On the optimization boards it said that some dm's let you add the damage, so I playtested it like that, but it seemed wonky and overpowered. So I thought I'd get your opinion (and others) about the RAW before I nixed the idea. And excuse my ignorance, but what does RAI mean? I'm guessing it has something to do with, "rule as, in game," or something, or am I way off?

Rules As Intended. Sometimes the intention of the developers is clear via a FAQ, general rule, other rulings, etc., in contradiction to some other aspect of the rules. Sometimes of course it is just idle speculation, since short of asking the developers you can never really be sure. ;)
