Their racial powers makes up for the lack of a dex bonus.

I don't know. Most of the rogue's abilities, including reactive stealth, seem to rely on dex. And the /encounter would benefit any class. I haven't seen it in play though.

On the other hand, the gnome still completely cracks me up. And 4e gnomes are crazy-fun to play; they make great wizards and rogues.

Plus, if the DM allows a gnome PC, he might as well let the gnome qualify for the halfling's racial feats, or even a mesh of halfling, eladrin and dwarf racial feats.
