We actually have that in our front lawn right now. I have threatened to use it as a mini at the game table if there are too many gnomes in the group.Inspired by the following pic:

As far as how to use it? Hmm.
Gnomes are well known for their alchemical acumen, but what happens when the runoff has unexpected consequences? Awakened from it's slumber deep in the ocean, the protector of the wild opens it's eyes, seeking vengeance on those that would pollute the waters.

Gnomes are a stubborn bunch, so I can totally picture them building a mecha-dinosaur to solve this problem, further adding insult to injury!

That's what one rock gnome produces with their "Tinker" ability.
Now, imagine what you get when a thousand of them all pool that ability....

If that were halflings they would have fought it off with pepper, sharpened sticks and their general NPC nature.
