Ok I'm brand spanking new to these boards, I've been browsing them for about a week and I decided
to post one of my homebrew golems! I'll probably post more later on! Anyways let me know what you think.

Paper Golem

Standing at roughly 6’ tall the humanoid construct appears to be made of magically strengthened
neatly folded paper. The paper appears to be glued together or connected at intricately folded links.
Its arms each end in razor sharp points.

Immunity to Magic (Ex): A paper golem is immune to all spells and spell like abilities except those
with a fire descriptor. (See flammable bellow)

Flammable (Ex): When a paper golem is hit with a fire based attack or spell it takes twice as much
fire damage. If a save is allowed to take half the paper golem takes normal damage on a successful save.
If a save is allowed to negate the paper golem takes half damage on a successful save. Regardless a paper
golem always fails its save to catch fire.

Flaming Limbs (Ex): While a paper golem is on fire it deals additional 1d3 fire damage each attack.

Okay, welcome to the boards!

Now that that's out of the way, your Golem looks cool ['one' of your homebrewed golems ; so there's more?]. Unless I'm totally blind, there's not enough low-level Golems [ignoring Humunculus and Bogun], and it seems like a perfect Golem to hide in the midst of a library, though actually, your description doesn't QUITE allow it to work that neatly.

Is it just me, or does anyone else immediately think that a Rock Golem and a Scissors Golem should be posted next? :D

Just a couple of things:
Initiative: +3
BA/Grapple: +0/+1
Reflex: +3

If the arms end in razor sharp points, wouldn't that be Piercing damage?

Erp the initiative +1 was before I decided it needed a dex boost. Opps, also my mistake on the base attack, I added the strength bonus in by mistake :), I also apparantly forgot to calculate dex into the reflex save.

What I envisioned with the slashing damage were really nasty paper cuts. I couldn't think of a way to describe it's limbs to effectively emulate this though.

As far as other golems, I have a few ideas I've tossed around that I have yet to actually write up, though given a bit of time I could work them out. Not all of them are low level though!

This nearly 7’ tall pure white humanoid construct has a very stocky build. It’s two thick legs
drag across the floor, leaving a white powder trail wherever it goes.

Magic Immunity: Chalk Golems are immune to all spells and spell like abilities except as noted. Spells
with the water descriptor slow a chalk golem and prevent it from using its chalk cloud and powder
cloud abilities for 1d3+1 rounds. Spells with the force descriptor affect the golem normally and activate
its Powder Cloud ability (unless it is currently slowed because of a water spell.)

Powder Cloud (Ex): Whenever a chalk golem is successfully hit with a bludgeoning weapon or force
effect a white cloud of dust bursts forth from it in a 5’ radius. Treat this effect as the fog cloud spell
with a 1d4+1 round duration.

Chalk Cloud (Ex): When a Chalk Golem land a successful hit with its slam attack the target makes
reflex save (DC 15) or becomes blinded for 1d4-1 (minimum 1) rounds.

I agree that there are not enough low-level golems. These little ones would make fine encounters in a library or school :)

For the Paper Golem:
The as-yet-unnamed Special Attack: how about "Flaming Limbs" or the like? Granted, the whole creature is probably flaming at that point, but it is the flaming limbs an opponent would probably need to be most concerned with. You could also add the effect that in addition to the 1d3 fire damage, the opponent would need to make a Reflex save or catch on fire him/herself.

For the Chalk Golem:
I think CR 2 is sufficient.
I like the Powder Cloud and Chalk Cloud abilities; very creative :)

I made the changes to the Chalk Golem, though I'm still considering the idea of leting the Paper Golem ignite others. I want the Paper Golem to remain fairly weak. I thought the additional fire damage was ok because the chances of it actually living long enough while on fire to cause any real damage are slim.

Also people may notice that I didn't use the hp modifyers based on size for these golems. I felt it was difficult to justify making them low CR if I gave them to much hp and I didn't want to make them size tiny.

I can see the concern in letting the paper golem set fire to others. I think you're right on this one, leaving it as-is and just dealing some extra damage per hit.

Idea for the Paper Golen is a special attack called:

Paper Cut (Ex): Any damage caused by the Paper Golem is especially painful and is counted as being twice as much for the purpose of Concentration checks made to cast spells.

Everybody knows how painful a paper cut is, compared to how damaging it actually is.
