What he is looking for is a basic world, with pretty much standard (core only?) races and classes, and that focuses more on the geography and population than on specific adventures or quirks.
HârnWorld, the basic boxed set consists of a large island, with four human kingdoms, a human republic, a ‘viking’ northland and two reclusive or hidden kingdoms, Evael forest, home of the elves and Azadmere, a dwarven mountain kingdom. There are also several human ‘tribal’ lands and much of the north central area is overrun by ‘orcs.’ The boxed set will give you a good idea of the flavour of the world, which is low fantasy and definitely medieval. Check out www.columbiagames.com for more information. The boxed set also gives some details of the Lythia, a large continent lying to the east of Hârn. Also, the whole thing is completely rules free though with lots of history, geography and population details, plus weather, trade etc.

The Hârn fans produce a huge number of free downloads, which give details of individual settlements on Hârn. Just download Charmic or Lerenil from www.lythia.com to get a flavour of local details.
And, no I’m not an author of either.
