Good setting for murder-hobo campaign?

If you were writing up a sandbox for murder-hobos and you had to place it in a published setting, which one would you choose, and why? I'm looking for something diverse and fleshed out enough that I can concentrate on detailing the fun parts.

How difficult do you want to make it for the PCs to be actual murder hobos? I think any setting with large rural estates will work. In such settings, the forces of law and order are not powerful enough to stop the PCs (unless really riled) while there's enough victims.

It's actually hard to find a setting like that, though. I was thinking about Eberron, but every city seems to have a competent police force, or failing that, the mayor can hire Power Group X to hunt down the PCs.

Or were you talking about a campaign where PCs are rootless, not necessarily horrible people, but ones who avoid civilization, duty, etc.
 

Didn't mean it literally. Just meant a setting suited to an old-school sandbox campaign of finding dungeons full of monsters, killing them and taking their stuff. No expectations of heroic roleplaying or good alignment from the DM. I was thinking Greyhawk but after checking it out I think I still prefer something a bit more coherent and designed, even when I'm thinking gonzo.

Now I'm thinking Wilderlands of High Fantasy, assuming an electronic version is available.
