Yeah, it's just a cute marketing line, it's not literally true (besides sometimes having NPCs to rescue, some have some brief info on a town or setting). Just like the name of the line itself - a lot of them aren't in dungeons. They pretty much all are site based adventures, so "crawls" is true.

I don't think the intent is for the PCs to be absolute xenophobes, killing every peasant trying to till the fields. Now, the NPCs that appear in the dungeon crawls themselves? Fair game
