The Joker is Chaos. He is the bull elephant in the china shop. He is also the not-so quiet mockery of everything man has built, from societies to skyscrapers to individual relationships. And he is just plain scary.
Vader is Order. He is the Machine that rules over men. He is the Empire men chose to avoid ruling their own destiny. And he is just plain scary.
One thing about both Moriarty and Lecter. You can reason with them. There is NO reasoning with the Joker or Vader. Their motives are inscrutable. Their wills are unassailable. (Yes, I am assuming a sharp discontinuity between Vader and Anakin, Obi-wan did, so I'm on somewhat proven ground)
