Is it set up only for noble houses? Can it work for other stuff? For instance, merchant houses (a la Dark Sun)? Or criminal organizations (Westgate, for instance)?

I was also thinking that this would be interesting for darkelf noble houses, values and responsibilities would be different though...

(don't know if I've posted it in this thread yet...)

In Feist's Kelewan trilogy (Daugher of Empire, Servant of Empire, Mistress of Empire), noble houses compete with each other. These houses have not only rule of their houses and territories, but also they control their vassal merchants and run spy networks, as well as hordes of craftsmen pledging fealty.

In Brother Initiate and Gatherer of Clouds, again the houses compete with each other, but instead of strict power plays, they compete for "political" offices (governor of a territory, for instance), engage in artistic competitions, have duels, and again have vassal merchants and spy networks.

You get the idea. :) Is that in there?

Pramas: Have you ever read Brother Initiate/Gatherer of Clouds? Or Feist's Kelewan trilogy? How closely can one model those settings, the Great Game of Houses?

No, I haven't read either series.

Yes, it's absolutely set up for other stuff like merchant houses and the like. Several of the sample houses are of that nature.

I just want to verify: The Noble's Handbook is out, or close to being out, correct?

I'm planning on a Share the Love (http://www.enworld.org/forums/showthread.php?t=69852), and this is somewhat important...

Yes, nearly out. It shipped to distributors last week. I thought it would show up in their warehouses yesterday but seems to have been affected by the holiday. With things shutting down today, it might not be until next week that it actually hits stores.
