It amazes me how Rouse can make a couple feet of snow sound so devistating. Temperature in the teens sounds big, but then I remebered its weather from the other side of the border.
Today there are 4 foot high piles of snow on the sides of my street, and my computer is telling me it is -25 atm... and NOTHING shut down!
Maybe us Canucks are just made of tougher stuff.
There's a lot of things at play...in Knoxville, TN an inch of snow/ice can shut down the whole world - not because they aren't made of Super Canuckinol (TM), but because they aren't prepared and never really get much. The cities aren't often ready with salt/plows, and the people aren't used to driving in it. In Michigan (my home), we're used to it.
Also, in my part of Michigan there is still huge variation within a few miles. Start with my house by the lake covered in snow, drive down the major highway about fifteen minutes away, and you'd think you were in Hawaii.
I would imagine the Pacific Northwest, being more prone to rain (and rain, rain, rain, rain) would be less ready for heavy snow, and the topography and proximity to the sea would introduce wild variation, so some folks might have no issue coming in, and others might be stuck completely.
