I agree with Li Shenron; the inherent restriction to multiclassing is the DM. When DMs don't enforce good roleplaying, you get munchkins.
For example, I'm in a campaign right now where a certain character would get a LOT stronger just by taking one or two levels of fighter. The DM won't let him do it, however, since it makes no sense for his character.
All the same, I'd like to see some slightly stiffer penalties for multiclassing in 3.5, and I'm sure they'll change many of the 1st level abilities of the core classes to discourage "1 level of X."
