No, I thought the discussion was around gaining a 'planetouched' aspect later on like one could gain templates in other editions, my bad.
For what its worth, The Planescape books are going to have a whole line of "Scion of the X Planes" to reflect a character who has connections to a type of plane (Astral, good, lawful, etc). I got no problem with that. But not at the cost of actual planetouched races.

It is necessary for a character who is a Human/Elf multispecies to choose species traits from both the Human and the Elf.

Likewise. It is necessary for a character who is a Sea-Elf/Astral-Elf to choose lineage traits from both the Sea and the Astral.

In other words, it is pointless to gatekeep which spells the Elf character has. The player should have whatever lineage traits the player wants for the Elf character concept.

Let there be only one Elf species.

Let the player choose its innate spells.

Painfully false. There is no need for them to 'interbreed' anymore than a Plasmoid and an Orc.

A High Elf Species is Arcane, and can change its Cantrips with Trance/Rest.
A Wood Elf Species is faster.
A Sea Elf Species, can breath under water.

These are biologically different entities. :)

PC: "Going to be hard to escape, but at least being a Sea Elf means I can breathe water."

DM: "Sorry, your hands being locked in manacles mean you can't perform the necessary somatic components to cast the water breathing cantrip. Similarly, you can't perform the verbal components because your mouth is filled with water. Also, they took your spell components pouch, so you don't have the material components either."

PC: "So my Sea Elf is drowning and there's nothing I can do about it? Maybe I can use my swim speed to-"

DM: "Your swim speed is also a cantrip."

Man, don't REMIND me that three of the elves are just lineages that swap spells and have a minor ribbon feature while four others are actual full write ups with different features. Dumbest design of the playtest and that's saying something!

Innate spells are innate. There is no somatic component nor any spell component: neither verbal, somatic, nor material.

An Elf with an innate Waterbreathing cantrip can breathe water fine with manacles and gag, and without a wand.

Longstrider to increase speed by +10 feet, is a spell.
Water Breathing is a spell.
Darkvision is a spell.
Swapping cantrips is something every Wizard can do. Comparable to a choice of cantrip.

Choosing spells is culture.

As it COULD be done, fine, but the basic Drow/Sea/Wood elf biological differences are innate, these are not spells despite your wishes. ;)
