I can't really comment as I don't know what you're talking about.

Is that a power? a feat? an item?

What book? Article?
 



It's a Monk power in the PHB3. I only know about it because it's in the PHB3 errata forum at WotC. I think this is the part he is asking about.
Effect: If you targeted two creatures using this power, each target is subjected to harmonious thunder until the end of the encounter or until one of the targets drops to 0 hit points or fewer. While each target is affected by harmonious thunder, if one target takes damage, the other takes thunder damage equal to your Strength modifier. Each target can take thunder damage in this way only once per round.
 

Well, assuming that that's the fixed version, then the Each target can take thunder damage in this way only once per round line must be missing... 'cause yah... that'd be some fine positive feedback.
 



Oops that was the proposed fixed version. I didn't read that post close enough. I have no idea what the power actually says. I wish I had a PHB3. :(
The PHB3 says:
Effect: When one of the targets takes damage, the other target takes thunder damage equal to your Strength modifier. This effect lasts until the end of the encounter or until one of the targets drops to 0 hit points.
Yet another case where any interpretation that would result in the targets taking (Strength modifier) thunder damage ad infinitum clearly fails a basic sanity check and must thus be an incorrect interpretation. I really don't understand what goes on in the minds of those RAW-fanatics...

Now this wording seems silly to me too. It may as well read:
"Once per round, while each target is affected by harmonious thunder, if one of the targets takes damage deal thunder damage to both equal to your Strength modifier".
As the moment one is damaged it damges the other, thus damaging the first one and negating the ability to deal any more damage until the next round.
I think they might have been better off if they included something so that the effect only triggers on damage not deal by this effect.
