Skeeved? Nah. I did assume younger gamers, but that's all.

I'd consider the demagogue archetype for a bard that regularly incites riots with her performances. That's an ability they get at 6th level, and it's resisted with a Will save.

There's not really any way to determine the mood of a crowd or their actions otherwise, outside of spells and bard powers like fascinate and suggestion. You could maybe adapt the Diplomacy rules to sway them, but I'd be hesitant - it's easy to get a really high Perform check as a bard, so the DCs might be too low.
