Headband of Intellect -> Spell DCs & Bonus Spells

When worn by a Wizard will it affect Spell DC's and Bonus Spells (if worn permanently) ?

My guess is yes, the same way Gauntlets of Ogre Strength affect a fighters Attack and Damage... same difference, except for a mage...
