Healing between encounters

Not a bad idea actually. It is really little different from the concept of taking 20 vs simply rolling until you get a 20 on a skill check with no repercussions for failure. :)

Well I'm the DM of KotS right now and the players are about to enter the room where Kalarel is busy doing his stuff. At this point in the adventure I disallow extended rests since time is critical here. Kalarel is very close to completing his ritual. My players can't waste any more time here (they already had a few extended rests while in the keep).

Yeah, but that makes sense!

Disallowing them to use their abilities to heal up, while no time constraints are there to limit them, simply because you (not you) don't like that this means taking multiple short rests in succession, mechanically (in 'reality' it's just one longer rest, of course), does not.
